If you say "the", do you mean a specific mat?

Plastic really depends on, which one you want to have...
Use either phong or glossy_transp SSS
with quite a high Exponent and flashy colours.
IOR extremely depends on which plastic you want to simulate...
Ceramic is a bit harder... I'd say, you either should use low-exponent-phong or Glossy_transparent/Specular with huge SSS-values and quite high absorbtion. Slightly use either creamish- or pearlmutish-white (don't know, if the second one is correct...) for pure ceramic...
Coloured one needs to be checked... you can search for this in Wikipedia and Google

Realistic ceramic would need tiny SSS, but Tiles... they're stuck on the floor/wall/what ever, anyway... You should use a pale Diffues, for that...

Lego would need a gloosy_transp, if it should be very realistic, but if you've got a big model, SSS wont appear too much, either... Just use a phong with 50-100 exponent, I guess...
The colours for lego should be quite pure, I guess... you know: (Phongvalues! GlossyT would be reversed
