BIH actually slows down your render ;) shouldn't be that low.
MNCR hasn't any effect on the render speed. It prevents fireflies on cost of caustics.
Higher values will show more caustics and faster but will cause many fireflies, lower values wont show neither caustics nor fireflies at all (extremely low)
CCJ wrote, for the new releases, the default value of 1000 is quite ok. ;)
