For the few clumps in the scene, try to find some grass meshes. The clipped planes are doing no good to the picture. Mainly, because overall it's a great wip you are showing here.
Also perhaps you may reduce the contrast scene wise, probably by making dark materials lighter (possibly by tweaking textures parameters). This should allow you to have the background less overexposed while keeping nearly the same low levels. That's somehow subjective though, depending on the kind of render you are aiming for. At the moment, if it wasn't for the environment I would say it's quite graphical.
It may be possible to reduce the white border by making the water and ground meshes of an higher resolution were they meet, though I'm not certain on what this is.

Very nice image, I like the dirt 
to push it some further I would:
- as CTZn told, some nicer grass would be nice: http://www.3dmentor.ru/free-models.html
- the rims are barly visible, but fresh & clean ^^
- the water could use some slightly movement => bump/displacement
- The mud on the car looks more like burned wood/caracocle for my eyes, I miss some classic mud drops, darker on the bottom area and brighter on the top since they may be dried out

It looks like he was putting some photoshop filters over the image, which let your image look more like a painting, could this be ? Sparlin, if you used some filters it would also be good if you post an image without any filters and postprocessing. This way its easier to see what comes from the renderer and what can be improved there.It may be possible to reduce the white border by making the water and ground meshes of an higher resolution were they meet, though I'm not certain on what this is.

You're correct, I've used a few Photoshop filters to achieve the effect. I've not really perfected this stage yet! I'm not able to work on this at the moment due to exams, but I'm definitely going to continue soon.
