Lights:
1. create a polygon object that will emit
2. assign it a lambert shader
3. set incandescence to an appropriate level/colour
4. set glowIntensity to the light power rating (in Watts)

HDRI:
1. Set "Env Light" on the GUI to either HDRLLong or HDRSph depending on your HDRI type.
2. Click the "More Settings" button
3. find the mti_envSavDir setting in the Attribute Editor (under Extra Attributes, near the top) and set it to the path where your HDR images are.
4.
- if you are using LatLong find the mti_EnvLightLatLong setting and enter the name of your HDR image (.exr format)
- if you are using Spherical find the mti_EnvLightSpherical setting and enter the name of your HDR image (.float format)

If you are wishing to use mesh lights in conjunction with either sunsky or HDRI you will need to adjust either:
- the mesh light's glowIntensity parameter
- the mti_Gain parameter for HDRI
in order to balance your lighting in the scene.

Hope that helps, and if it does I should probably put this post in the wiki

I already tried the meshlight but is it really normal that the polygon will be colored black? i adjusted the incadescence and the glow intensity. i already adjusted the normals as well but still get a black colored polygon

Are you using sunsky as well in that scene? you will find that the sun is so powerful that it overpowers all meshlights and they appear black.
Change the env type to "none" to see the effects of using meshlights only.

Or increase the glowIntensity of your meshlights up to several million (or so, I don't know what the value is, but keep adding zeros until it works).

meshlight colour should be settable by the incandescence colour.
