You can import svg into blender and use it for further modeling. There's a great tut on how to use inkscape to draw a floorplan and then import it into blender here:

Alibre Express - 2D/3D solid modeler. I own the full version but express is very capable.

It imports with step and iges. The only compatible one that goes from Alibre to Blender is stl. I'm not sure about other 3d packages but it seems stl is the only major one (lots of dxf and step formats however).
