you mean, entirely black?

the turbity is the value, how múch of the sunlight is scattered.
With very low values, no light is scattered, the sky turns black.
Normal values (between 2-5) will give a blue sky. very high values will the sky appear greyish in shades of light with lower frequencies:
20 I.e. gives a somewhat grey-green sky.
I guess, such hi values would be cool for a venus shot, or such.
Moon or Mars would require very low values.

I GUESS, the value is logarithmic...
But ask Ono or one, who knows that in detail ;)

I'm not 100% sure, but i think turbidity<2 worked in older versions.

I did such tests with 0.7.(I think)5, where it was the same.
Ono wrote in the chats some minutes ago, that values out of range will give unrealistic results, but with the comming up new sky model (don't ask me, exactly...), it will work propperly :D

I don't think turbidity is supposed to go below 2 anyway in the model used, but it can go much higher than 5 (like 30 or so).
obsolete asset
