CPU faster than GPU rendering

I recently installed the trial version of Indigo renderer and with it Blendigo.. I tested the speed with the most basic scene (startup default scene of Blender) and CPU render (500 samples, 2m43s) is 13 seconds faster than GPU render (500 samples, 2m56s).. Is this normal?

If your GPU is a bit slow, then I think that's perfectly normal. But it sure is a bit annoying that the CPU/GPU often seem to bottleneck each other instead of boosting the performance.

I have ATI Radeon R 280 and AMD FX 8350.. so I don't think that is why my CPU render is faster than the GPU render.. Could it be because of the scene setup? There are no textures, just a cube solid..

one answer is that different render modes leaad to different sampling qualities so numbers are meaningful only wthin the same render mode, then comes the visual result. there's not one mode but cases to consider in regard with sampling quality (screw numbers).
