there are to small software that can manage ies files, by modding light power and/or the design how the light come out from the illuminated bulb
You have try to search:
Generator IES.exe
iesviewer29.exe by Andrey Legotin
the two software no need installation and are very small.
Personally I prefer iesviewer29.exe.

Or another way that's been suggested before, use reinhard tonemapping* and lower the power of all your other lights**, thus making the ies light "brighter".
* Or change the settings in one of the other tonemapping methods to compensate.
