OBJ format and Indigo and Normals Question

Greetings, I am doing some bug hunting in the Hybrid exporter and found that when using my reworked mesh function (that exports to OBJ format) for geometry that Indigo has a warning about normals.

I did not notice this at first because I was not using normal smoothing. Just to be clear this bug has been fixed, the question I have is about: Are normals needed when you export geometry when normal smoothing is off? Indigo did not give me any normals errors when normal smoothing was off and then I tried a test without including normals at all. The test ran fine and my mesh looked ok.

So is it true that normals coordinates are not needed in the OBJ file if I do not use normal smoothing?
