You can import svg into blender and use it for further modeling. There's a great tut on how to use inkscape to draw a floorplan and then import it into blender here:

A free CAD programm (for private use), but I do not know about the export possibility.

Alibre Express - 2D/3D solid modeler. I own the full version but express is very capable.

It imports with step and iges. The only compatible one that goes from Alibre to Blender is stl. I'm not sure about other 3d packages but it seems stl is the only major one (lots of dxf and step formats however).

Some of the links given above are for crippled versions/trials of software (which is fine but it does annoy me, personally). Gimp, Wings3D and Inkscape have been mentioned. They are the important ones.
