Bacteria are very easy to grow, consequently their growth is hard to control. You have to give them nutrients and extract metabolism derived toxins. Ya you could freeze-dry them and keep them on a slide, but it would be very fragile.
And integrating the information in the genome is "easy" but requires impressive amounts of expensive equipment and reagents. The chances that you can isolate a bacteria that has successfully integrated the sequence is quite low althought very possible.
