Another Hdri Bug-Problem..Don't know

Hi there Guys. I hope some one can halp me with this. 
Lately i've noticed that whenever i try to render an image with HDRI and Sun/Sky enabled is impossible to rotate the hdri/exr files once i'am in Indigo. But if i export only with HDRI/EXR enabled is possible to rotate them.....Is that normal?
