Lights too bright

Hi, i have a small problem with lights which are set to 200 lumens (small lamps) and 22 lumens (blue lights) Can please anyone tell me why is it that bright? Thanks

EDIT: It also doesnt decrease brightness if i lower the lumens

You are most likely rendering using Reinhardt tone mapping (Auto exposure). Use camera profiles or linear mode.
