well yes you can both read and write to files using python
I actually write to an include with my script for controlling multiple includes
but for this I would rather ono handled it inside indigo just like any other loading of data
it just seems like an awkward soln for an exporter as it is to try to put a list in there - easier I thought to refer to a list or keep a folder full of 'presets'..but

well you can 'include' anything
which is handy if you cant use a function in an exporter cos there is no implementation of it
I don't know maybe people are happy to include rather than have a native material option in the UI in which case I won't bother proposing a 'fix' for it
