exporting unused "environment" layer

Is there any way to not to export the "environment" -light layer when it's not used for anything? It seems to eat up as much memory as any other light layer (quite a lot, that is), but is totally useless (black) in most cases.

Sure, I'll see about adding checks for empty layers.
