I set the precedence glass>fluid>tube, but I can't seem to get the outer glass to show up. Its supposed to be green, but its just transparent.

Is the outer glass a volume or just a plane without thickness?

Precedence should be glass > tube > fluid.

Thanks, now the fluid refracts the tube.
Is there a rule for this?

I guess it's: outer shapes = lower precedence

Higher precedence volumes displace lower precedence volumes is an accurate way to describe it I believe.

two things about the floor:
a) it's too flat
and
b) that lighter has to be extremely huge according to the brick-size
Try to find a higher resolution floor in order to be able to scale it up to a correct size so that it doesn't look too small

Looking better neo.
Now take it off the atrocious brick texture and out of the sunlight and stick it in some studio lighting

Thanks for the advice.
How do I use a bump map to remove the flat look.
The texture is very hi res, i could scale it down.
What is studio light and how do I add it?

Studio Light.. well
You could do it like this:
(one redish, one bluish and, if you like, a white light, all with a slopy background)
