Yes you can.You can use them for whatever you need as far as you will not redistribute or resale bare pictures. Good reference is always appreciated.

I would say that most of the time you need UV map anyway

Some of them are seamless - at the moment 370 of them.If you press one of the buttons on top of the page it will show you only tiled or all of them.

I don't know what software do you have but as far as I know hardest part is to make good quality texture seamless.

Cool resource. Maybe even more subtle background under the textures' thumbnails would be less disturbing, but that's just a matter of taste.

I only use PixPlant for bumps / displacements for the textures. As what dakiru said, it can be seamless, but for tiling only.

I personaly think that for best result you have to do it in Photoshop or Gimp. Try to do something like gravel or asphalt and you'll see it is imposible to do it other way. You can use any script technique like mirroring or so but result will not look nice.
