A normal map shouldn't be needed if your displacement is detailed enough.
If you have a separate map for bumpy details that are not covered in the displacement map, you'll have to use bumpmapping for that...

here is a quick rendering of my test dispalcement on my dragon.
I'll be able to work on this final displacement in zbrush.
