The Exposure duration in the Camera Tag is important here, since it determines how much frames are taken into account. For example 0.1 seconds takes 2.5 frames for calculating MB (1.25 to the left and 1.25 to the right).
afaik Cindigo works here with "subframe accuracy"...

The Cindigo Manual lacks regarding Motion Blur, this is something that should be fixed!

its a automatic progress controlled by the Exposure duration.
I attached a simple scene.

Sphere moving from left to right.
Exposure duration is the time that takes the movement into account for motion blur.

You go to keyframe 0 and and set exposure duration to 0.5 ( = 12 frames),
so the render is take actually at frame 12 with all movement from frame 0 taken into account.

Also take care that MotionBlur for Primitives (sphere) isn't supported by indigo! only meshes can be blured....
